Should I mail my application to CIO in Sydney, Nova Scotia or Buffalo NY?


I have been living in the USA for the last two years. I am going to apply for Canadian Immigration as a Federal Skilled Worker. On the Visa Office Specific Instruction for Buffalo (Appendix A Checklist, A-8) I found a conflicting information about mailing address which I am trying to mention below:

* If you are applying as a federal skilled worker on or after June 26, 2010, then you must mai to the CIO in Sydney, Nova Scotia.
* If your address is in the USA, then send your application by US Mail or commercial courier to Buffalo, NY, U.S.A.

As far I got the idea that people all over the world were requested to apply to CIO only. I am totally confused about where I would send my application after finding the above two conflicting information on the same page.

Could any one please help me solve this problem????

It is not conflicting. Your complete initial application should go to CIO Sydney.

CIC website for FSW says:

Submit your application
Mail your application and your fee to the Centralized Intake Office for Federal Skilled Worker Applications in Sydney, Nova Scotia (Canada). For more detailed information, including courier and mailing addresses, consult the federal skilled worker application package.

Do not submit your federal skilled worker application to the visa office responsible for your country of nationality or residence.
