I am interested in immigrating to the province of Ontario.
I am a 33 year old single female with a 2 year Associate's degree in Visual Communications from the United States.
I speak fluent English and some Spanish, have about 10k in funds saved up. I have two friends who are citizens.

NOC: Information systems analysts and consultants (2171)- My occupation falls under this, and I have 8 plus years experience. I am currently employed by a local government in the State of New Mexico. I do not have a job offer but have been applying to jobs.

I just read about all this immigration reform and downloaded all of the application materials from the Government website. Should I give it a shot? What do you all think?

As an individual applicant, you will need to show proof of funds of $11,824 to qualify to apply. Have you looked into the other requirements? You will need to take an English test before you apply and obtain a minimum score. There are additional requirements. You can read about them here:

http://www.cic.gc.ca/english/immigrate/skilled/apply-how.asp

I can't tell you that. You'll have to read through the eligibility requirements and determine if you have the 67 points to qualify to apply.

the English test will not be a problem or the additional money. Other than that I am eligible?

Take a look at this link: http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
You need minimum 67 points. Friends don't give you any additional points BTW ;)
