i am from pakistan but currently i am living and working in kuwait since 3 years,

1) is it better for me to apply from kuwait or from pakistan? where i'll have more chances for study permit?

Since you are living and working in Kuwait, it is better to apply from there.
Chances of approving or rejecting a study permit application usually doesn't get impacted by the location but more on other factors.
