I am applying for PR from Canada. Should my dependent infant(1 year old) be here in Canada when i submit my application?

In the General application form can i say that my son is accompanying me? He has been to Canada before and is back in his home country currently.
 
Nope but they do need to sign forms which you need send along with your application.

As per the CEC instruction guide, if a child is less than 18 years of age, your form must be signed by one of your parents or legal guardian. They do not need to be present in Canada. That being said, you will have to submit your child's passport if you are from a non-visa exempt country.

Accompanying me for CEC simply means that the person will be living with you in Canada after you are granted your PR. It should be YES for your spouse and any children.

I heard there will be delay in PR processing with the Principle applicant in canada and dependent outside Canada?? Any thoughts on this??

But i heard from one of my friend that it will be treated as the separate files and processed on different timelines.

My dependent has the valid VISA and work permit till Jan 2016. But while applying for PR she is in India.
As she has valid travel documents, can i go ahead and mention her current address as Canada itself as she plans to travel later this year.
I do not want to wait till she travel back to canada to apply considering the CAP for number of applicants. Please suggest.

As per normal someone's opinion is now the truth.

No, your dependents do not need to be in Canada, as long as they can provide all the documents as needed then no problems. They just need to be on your application from day one. Ypur application has to be honest from day one.

I have a dependent with a valid work permit,my hey are in the UK and that is where I registered their address. DO NOT LIE ON YOUR APPLICATION!

Dependents do not get processed as different files, I'd they were then you would get a separate application number and AOR.
