I have a valid V1 vistor visa multiple entry with validity till 2023 as I visited for vacation earlier. Can I use that for short term (less than 120 days) research at a public funded Canadian university without any additional visa or work permit?

Yes you can. The link you have posted yourself answers all your questions. Make sure to ask for a visitor record at POE with work permit exemption noted on arrival.

So at the canadian airport I just show my offer letter from prof/university and then just verbally request them to give a visitor record?

Yep. And make sure they mention work permit exempt on the visitor record.

They will give that without any hassles, right? Just on requesting.

Also, I forgot to clarify, I will be fully funded by MITACS (https://en.wikipedia.org/wiki/Mitacs_Canada).
So this is NOT a self-funded research. That is also fine, right?
