I got caught by shoplifting! The police did not charge me (as well as NO court and NO fingerprinted) and just gave me a ticket for $65 to pay! ( Ticket of Trespass to property act 2(1)(a)(11) engage in prohibited activity on premises)

He told me that I will not have any criminal record, but he said I will have a police access background record to show that I did shoplifting before!
I am a permanent resident at Toronto and I am going to apply the citizenship. I am worrying that will the citizenship application department can see the record that I did shoplifting before and I got failed to apply.

Also, on the citizenship application form, it asks:
In the past three (3) years, have you been convicted of an indictable offence (crime) or an offence under the Citizenship Act?

Is it ok to say "No" to this question in my case as I do not get any charges?

It should be ok, yes.

You got charged under a Provincial Offence in a category much like a speeding ticket. Thank whomever you pray to as this isn't being dealt with as a criminal code offence because the shop decided it wasn't worth the hassle and gave you the mother of all breaks. So you can say no on the citizenship form question on crime. The cops have the offence on your records though and if you get into any more trouble especially of a similar nature it will be considered in dealing with you. The store may still come after you for civil penalties - expect their lawyer to ask you for 500+ bucks via mail as an xmas present!
 
You have to give her some credit for honesty though :)
