Are you in Canada? Applying for an open work permit is only possible if both of you are in Canada and your spouse has sponsored you for PR inland.

No, I am in India, wondering on various options how to reach there as soon as possible to my spouse..Will a TRV help ? But TRV also shows a lot of time to be approved. Any suggestions ?

You can certainly apply for TRV. No guarantee it will be granted.

I'd ignore the timeframes published - they seem to include TRV apps that are effectively not being processed right now due to covid - but you should still anticipate it won't be quick.

Thanks a lot for your prompt reply.
I have also put my profile in express entry pool with a CRS score of 465. Any chances on that ?

Unfortunately that's too low to be selected under EE.

There have been no FSW draws so far this year. When and if they restart, the draws are going to be for profiles that are well above 470. A spousal sponsorship application is going to be processed far faster.

If you haven't done so already, have your spouse submit an outland spousal sponsorship application asap. And you can certainly try for a TRV as well.

You could also look into the PNP programs - however processing times there are very slow. Spousal sponsorship will still be fastest.
