Settling in Quebec with Federal PR

Hello,
does anyone have experience with settling in Quebec after receiving PR under the federal program?
Is it legal? Can I tell them a Quebec address during the landing procedure? Any issues later on regarding citizenship?

You need to give a non-Quebec address during landing for the mailing of your PR card or you may be refused landing.

Otherwise you are fine to settle in Quebec afterwards.
