I just found a 6 page spread in our local paper, The North Shore News (www.nsn.com) which is intended to help new immigrants settling in North and West Vancouver. Hope it is helpful.

The North Shore Multicultural Society is the one-stop shop for newcomers to Canada. Also check out the LINKS section on their website which may be very useful. www.nsms.ca
Free English classes for adults WelcomeBC.ca

The North Shore Multicultural Society is not alone. Other societies which serves Vancouver eastside, Burnaby, Surrey, Richmond and Coquitlam includes ISS of BC and SUCCESS. These societies also offers free english classes for adults.

Check one of these websites for more info:

I haven't heard of any and did a quick Google search, but they all seem to be focused on youth and careers. Keep checking online as there may be things planned closer to the time of your arrival. Good luck.
