Sent passport for study permit issuance, waiting 10.5 weeks! URGENT

Hello,

I am writing this post because I have a serious problem with my passport/study permit! Three months ago I received an email with the following: "Please be advised your application is now complete. Kindly submit your passport to this office in New York City for visa / SP issuance."

On August 25 I sent my passport to the New York Consulate by Express Post (takes 1-2 days only). It has now been 10.5 weeks and I still did not receive anything! Is this normal?

The immigration website says that it takes 2 months to process applications, but the email said my application is completed and they just need to put the visa in my passport... I am scared my passport was lost in the mail! I am trying to contact the consulate but it is impossible to contact them. I am in Canada on a visitor permit from Colombia and I cannot visit the New York Consulate because I don't have my passport... What can I do???

How did you receive your response from them in the first place? via email? regular mail?

They must have provided their contact details somewhere.

Contact Express post if they had delivered your package or not.

No tracking number?

I cannot reply to your private message, the system does not let me. I faxed the NY office with the text URGENT and they responses in less than a week, saying they received my passport 2 days after I sent it, and mailed it 3 days later. So its quite fast once you are already approved! Turns out they sent it to my old address and my landlord received it, but forgot to give me the passport..... I called him and I received it now!
