is there anyone who had applied after 27 feb. 2008 and got rejected on the basis of non-eligibilty by Canadian Gazette issued on 28 nov 2008? is there any system of appeal. as at the time of filing there was no such list of occupations or in other words? (fast track system)

Sure lots have been refused. No appeal, you either have experience on the list or you don't
