My only question is will the new new hinder the processing of APril- July 2010 files by giving more preference to pre feb 2008 files,,Since CIC has given us in writing that average time they will take is 8 months...will they do it within that perod,what we have seen is till march all the applications are processed at a rapid pace...but after that we are not seeing one single april application being processed.......can any body put some light on this please...thanks

The Backgrounder explaining the changes indicate that:

"8. How will applications subject to new instructions be processed as compared to applications subject to the first set of instructions and the backlog?
All applications subject to ministerial instructions (everything received since February 27, 2008) will be considered for processing in the order they are received.
All federal skilled worker applications received before February 27, 2008 fall into the backlog, and will be processed concurrently with the applications received since that date (and that are subject to instructions). "

Therefore, your priority in the queue should not change - no need to worry. The reason applications received after June 26 2010 are expected to be even faster is because they have eliminated the simplified application and the 120 day window to submit documents to the visa office (instead for new applicants, the CIO will forward all the documents to the visa office).
