Seniors help Needed

While I was applying Post ITA , the PCC I had uploaded was obtained a week before I was leaving a country. ( Eg I left the country on 26 May 2016 . Before leaving the country I applied for PCC while I was there and obtained it on 20th May 2016 . I uploaded the PCC I obtained on 20 May 2016) .

Later , I applied for the a new PCC from that country. Now I have the PCC available as of ( 27 FEB 2017) , that I obtained after leaving that country.

1. Do you guys think I should upload this latest document ? or Should I wait for the VO to ask for the updated PCC ?

2. Is there any means to communicate the updated documents to CIC like an email , instead of waiting for them to ask for it ?

Yes, upload it with a LoE explaining that you realised your previous PCC in not acceptable to IRCC and so you've gone and got a new one.
