You get an ECA so CIC can understand the Canadian equivalent of your degrees. It clearly says that it is equivalent to a four year degree and a 2 year degree. That's the reason why they append the number of years to the equivalent degree, and your actual academic years were already taken into account for this assessment.

If WES thinks your 10 week summer course is equivalent to a Canadian PhD, then that's what you can claim points for. End of story.

I don't think it matters about the equivalency for the "two or more post-secondary credentials" - I do think they care about the length in terms of academic years.

Otherwise I could do 2 1-year courses and that would get more points than if I completed a 4 year degree, which does not make any sense.

And CIC doesn't attach any restriction for length to PhD, so not quite the same thing.

Nothing to do with the countries rules, it's pretty easy to see that no individual program was three years long.

Well, according to ECA report it's been accepted as 4 years equivalent degree, and OP explained why it took only 1 year. Nobody should be really certain about a thing like this and discourage others because this case is not that black or white. In my opinion there is a reason why he earned that bachelor degree (he explained it) and there is nothing more important than ECA report.

Hi I applied for a Canadian visa that is permanent resident so during the process I was ask to provide additional information so I went for a letter of recommendation from my employer and was given to me where I was currently working the salary was not that good so I got an offer some where else and I was supposed to start work immediately so I resigned with immediate effect but my employer got angry and wrote a letter to the immigration to retract the letter of recommendation they gave me please can it affect my application I need help with this thanks

I'm sorry Slowdocky, but your post is really not clear nor understandable. Also it shoudn't be in this thread. Please post it somewhere else (or open a new thread) and make it clear what you need. Otherwise it will be really hard to help

See how I underlined "assessment results" there for you?

Yes, you could provided WES or another assessment agency considered this equivalent to a 4 year degree. They also take into account number of credits, so the pure length of the studies is irrelevant.
