Depends on province and age. Google - social assistance seniors Canada. Google - social assistance seniors + province. She is not eligible for CPP or OAS if never worked in Canada or if hasn’t lived in Canada for at least 10 years. She can go on welfare. She may get some dental and drug coverage.

Make sure she does not apply for social assistance before she is a PR. This can negatively impact the H&C application.

As for how much money she may qualify for, this will depend on a number of factors. Google the name of your province + social assistance and research how the program in that province works.

And I think the living in means her as PR/valid status (not visitor).

For welfare, does she live with you? And did you plan to/will declare her as being supported by you in your tax return if she lives with you?
This can get complicated for welfare.

Your family’s ability to provide financially for her or her ability to financially provide for herself is a major factor in H&C approval. If she lives with you she may not qualify for much. You need to be expecting to bear all or the vast majority of her expenses. Would add H&C is but really meant for parent sponsorship and I would assume due to the large number of people using H&C like PGP IRCC may become much more strict on whether parents get approved given Canada has a very generous supervisa program.
