Sending Police Clearance to Buffalo for Quebec Skilled Worker Application

I submitted PR app to buffalo Nov 10 without police clearance certificates.

I do not have a file number but have CIC client ID.

I should have my pccs next January.

Once I get them, can I send them to buffalo quoting my cic client id number even though I have not received aor or file number?

I too took a chance, submitted my application only yesterday fearing reaching of overall cap.
Have you reached AOr by now.
