Hello.
Due to my wife needing to leave and re-enter Canada, I have decided to apply outland.
One question remaining is... She is in Canada at the moment and will be leaving in a month or so but can I still send in the application to Mississauga or her side of the application needs to go to Manila or wherever Korean applications are handled?
I guess what's more important is getting MSP when she returns home (Canada) rather than getting PR status.
Tried to contact CIC but their answer is found to be too vague.
We will be applying for work permit at the same time as her PR application.

The ENTIRE application must go together to Mississauga.

CIC has nothing to do with MSP. You will need to fight MSP to get coverage for your wife before she becomes a PR.

She doesn't qualify for a work permit with an outland application.
 
As mentioned above there is no OWP associated with an outland PR app. Submitting an OWP application is only possible with an INLAND application.

Applying outland, upon returning to Canada she needs to enter as a visitor, and will not be able to work until she has her PR status (unless she goes through a working holiday program or the LMIA process for a closed work permit, all separate from the PR app).

It's perfectly fine to submit an outland application while being in Canada.
