(For reference, American spouse who applied inland within Québec.)

So I very stupidly somehow missed the medical and police certificate requirements as we completed our application. (I don't know HOW, because after reading in this forum and looking back at instructions, they seem IMPOSSIBLE to miss. My only excuse - I lose at least 20-40 IQ points every time I deal with CIC stuff.) Anyhow, I was stressing out, and I didn't want the already lengthy process to take even longer. I opted to go ahead and complete my medical exam instead of waiting for CIC to request it. This confused the hell out of the doctor I saw in Québec City. They either provide an up-front medical exam form, OR they ask you to bring the medical request from CIC. I had to explain that, despite the fact that I had already submitted my application to CIC, I still wanted to do the up-front exam, and no, I did not have a form/request from CIC that I could provide. The doctor made it very clear that he could not guarantee that CIC would properly match my medical report up with my file, since normally those doing an exam after the app was submitted had a form from CIC, on which their UCI was printed. I made sure to note my UCI and my husband's (my sponsor) on the up-front exam paperwork.

I also sent my police report in late. Both my medical receipt and my police certificate were mailed to CIC in April, while my app was received in October.

I have been trying for months to get confirmation that my medical and police certificate were both received AND matched correctly with my file. I've called twice (the first rep was apologetic but couldn't confirm anything for me, and the second rep was completely and unapologetically useless) and emailed twice over the last two months. Finally, after two case-specific enquiries (CSE) by email (the first June 10, the second on July 28), I received an email confirming that my documents were received and were correctly matched up with my file.

I can't advise anyone for or against doing a medical after submission of the app, but before CIC requests it. If I had it to do over again, I would read more carefully and do the darned thing before submission, like I was supposed to. Just sharing that I was able to do the medical before CIC asked for it. I really didn't know if I'd made a mistake until I finally got that confirmation from CIC.

Also, note that it took just over two months for a reply to my CSE. The website states that responses take 30 days, but like so many things with CIC, their stated timelines mean nothing.

Many thanks for posting this information. It will be very helpful to Ellaine, from the Phillipines, who posted about the problem yesterday. I will draw your post to her attention.;
