Hi,

Universities and colleges across Canada, usually only consider 12th grade marks and IELTS score... and hence you are eligible to apply anywhere. On average, students from Indian sub continent require 60% in 12th grade (sci.) and min. IELTS score of 6.5 (with no band less than 6.0) to get admission to UG level engineering programmes. Some like top universities, may have higher requirements, while colleges may have lower cut off for admission to their diploma programmes.
You can either study a full fledged 4 years Bachelor's in Civil engineering (or related branch) -highly reccomended OR study 2 or 3 years diploma/Advanced diploma in Canadian colleges in the field of Civil engineering technology (or related field).

You need to visit individual recognized university/ college websites, and check for the programme information, deadlines and tuition fees.. decide on the province(s) you want to go to... finalize few universities/colleges and then apply. Here's the list of all recognized Canadian universities and colleges, listed province wise... participating in OCWP+PGWP:
http://www.cic.gc.ca/english/study/institutions/participants.asp
Admissions for the Sept 2013 intake has already begun, and you should immediately appear for IELTS and start the application process.

If academic excellence your main criteria... then you should consider applying to top or above average Canadian university Bachelor in Civil Engineering programmes. Here are the rough rankings, which will give you an idea about top Canadian universities (general as well as in engineering):

Once, you apply, and get accepted from a University/college and get LOA(letter of acceptance - which may take few weeks depending upon the educational institute) and then, you have to apply for Canadian Study Permit.

If immigration (PR) is also your goal, then you should also consider taking a look at the various immigration programmes for international students, and then decide on province. Here's the updated (March 2013) list and official sites of various student immigration programmes (both Federal CEC and PNPs) listed on this page (2nd last post):

To know more about applying for Canadian study permit visit the official CIC website:

Best of Luck.
