Good day
me and my partner just recieve our confirmation letter provided by immigration for permanent residency under provincial nominee program we wait for this day to happened for 3years...on the last step we go to the boarder and been ask where we stay we said where from and stay....the officer start to read the written policy saying that you should stay on the province who nominate you and bcoz of that we subjected for refusal...my question is we decide to move because of medical condition of my partner and kids does our decision to secure there health is a big mistake we made because it result for refusal of our application

You can "land" at any port of entry, but your whole application is based on an initial commitment to reside in the nominating province. If you told the CBSA officer that you are not actually going to reside there, they may consider that the application was based on misrepresentation. You probably need a lawyer. Your partners medical condition will probably be irrelevant to the immigration process.
 
I have a question also would be relevant to this subject, if we decided to move out of province that we got the nomination by, but at the same time we lived for almost 22 months (17 months before the PR and 5 month after PR) is that gonna affect us at all????

If you have already landed and got your PR then no. You can live anywhere in Canada you choose. It's obviously not ideal but people's plans and lives change.

Are you saying you have already tried to land and the officer refused you? Due to living outside your nominating province?
