No. As per IRCCs last webinar, everyone who submitted their applications untill September 15th will only get stage 1 approval

Its for 2 stage study permit process,if a student wants to use this two stage study permit visa process must submit for study permit before september 15,
They will get stage 2 approval as well in future
But just not now
