Hi folks,

I have a query regarding second official language proficiency for Express Entry.

My first language is English and second language is Chinese.
Does that mean my proficiency in Chinese comes under this category,
or does it mean French for me in my case, since English is my first language?

When the rules say second official language proficiency, do they refer to the applicant's
second language?
