I had done ECA for my Bachelor's first, which was delivered to my address in India (paid for International express hence got a tracking id, all good).

Later I did ECA for my Master's degree as well , but instead of going for international express delivery I went for Standard delivery (to save that 90$, I know really bad decision:( ) which was sent to me by WES on February 5,2016. But the problem is I still haven't received the hard copy, there is no tracking id as its a Standard delivery. The evaluation was completed successfully however.

The report I downloaded online says the below

CANADIAN EQUIVALENCY SUMMARY
Master's degree
Second ECA report (original completed on July 10, 2015 )

CREDENTIAL ANALYSIS
1. Credential Authentication: Official transcripts were sent directly by the institution
Country: India
Credential: Bachelor of Engineering
Year: 2011
Awarded by: xxxxxxxxxxxx
Institution Status: Recognized
Major/Specialization: xxxxxxxxxxxxxxxx
Canadian Equivalency: Bachelor's degree (four years)

2. Credential Authentication: Official transcripts were sent directly by the institution
Country: Australia
Credential: Masters Degree
Year: 2014
Awarded by: xxxxxxxxxxxxxxxx
Institution Status: Recognized
Major/Specialization: xxxxxxxxxxxxxxxxx
Canadian Equivalency: Master's degree

My query is can I still use the online report and go ahead with the application. I am at 467 CRS and hoping to receive ITA soon.

Yes, you can go ahead and update your information in your Express Entry profile based on the soft copy of the ECA report that you have. Meanwhile, you can request WES for a hard copy of the report.

Logically speaking, if the basic requirement for getting this Diploma is 10+2 years of education, then you can refer to it as a course rather than a degree. But if the requirement is 10+2+3 years of education, then it probably could be referred to as a degree, though by definition it is not a degree. For example, from WES' perspective sometimes even a 2 year diploma post Bachelors gets counted as Masters degree, as WES takes the number of credits for the course into consideration. However, I do not think that you should have a cause for concern as WES will anyway mention what it is equivalent in Canada irrespective of the fact whether you select 'Course' or 'Degree'. And even if WES treats this as a Certificate/Diploma, you still get to choose 'two or more degrees/certificates where one is at least three years' which will give you additional points and it meets your objective of doing this diploma in the first place.
