Must be a glitch. Don't worry, everything is fine.

Its not an technical glitch. In fact, you are one of the fortunate guys to receive it.

1st AOR - A notice (Electronic receipt of APR) is automatically issued to the applicants on receipt of their electronic application submission.
2nd AOR - A letter (Acknowledgement of Receipt) is issued to the applicants once their application has passed a completeness check.

In the Express Entry application process, a notice and a letter are sent to the applicant. Only the letter (Acknowledgment of Receipt) can be used to support a BOWP.
For more info, please see: http://www.cic.gc.ca/english/resources/tools/temp/work/prov/bridging.asp

But both looks same. First, few min.after subbmition. And now, after 3weeks.

Absolutely, many of us just received the first one as soon as application is submitted till the PPR process and then decision made.
This reflects now that CIC is stream lining the operations.

For you, this is a good thing coz if you WP is due to expire with in 4 months then you can apply for BOWP based on 2nd AOR

Some more info:

"A notice (Electronic receipt of APR) is automatically issued to the applicants on receipt of their electronic application submission. This notice indicates the following: “Your application is being checked to determine whether it meets the requirements of a complete application pursuant to section 10 and section 12.01 of the Immigration and Refugee Protection Regulations.” This notice cannot be used to support a BOWP, as it does not reflect that the applicant has received a “positive eligibility assessment” as required for a BOWP.

A letter (Acknowledgement of Receipt) is issued to the applicants once their application has passed a completeness check. This letter indicates the following: “CIC has reviewed your application and determined that it meets the requirements of a complete application as described in section 10 and section 12.01 of the Immigration and Refugee Protection Regulations.” This is the official Acknowledgement of Receipt letter and it may be used to support a BOWP if all other requirements are met."

If you were to apply to a BOWP, you would use the second AOR for that, as described in the paragraph above. What does the second email you received say?

You're actually one of the lucky ones to receive the elusive 2nd AOR lol

Mind me asking if you're applying from within or outside canada?

so if !st AOR same with 2nd AOR, its means its fine to use the 1st aor cause its similar in contex. only depends on the progress of their PR application

so my conclusion its fine to use 1st aor, cause there is no difference with the second one.

No. The 2nd AOR is supposed to explicitly confirm program eligibility while the 1st one is simply a confirmation of submission. You've to wait for confirmation of eligibility before applying for BOWP.

what do you mean by use ?
Both may look same but technically has lot of difference. Please see the post from GARJ for the differences.

It's crippling to not be able to apply for a BOWP.
And knowing that 99% of people won't even get a 2nd AOR!

By "same", what, exactly, do you mean? Is it simply CALLED the same thing - that is, "Acknowledgement of Receipt", or is the letter, word for word, the same as the first one you got?

Specifically, does it say that CIC will now check your application for completeness - or does it say that CIC has determined that it meets the requirements, etc.

If it is the first, word for word the same thing you got the first time, then it's a glitch. If it is the second, it means you have passed your eligibility review and will go on to background check and then, if everything checks out, to PR.

So -- what, exactly, does the letter say?

ok, i checked..both are same, word by word...looks like glitch.
it is in messages, udner Acknowledgement of receipt. Just got the same, with same dates on it. Both are: Your application is being checked to determine whether it meets the requirements of a complete application
pursuant to Section 10 of the Immigration and Refugee Protection Act (IRPA) Regulations.

I dont have to apply BOWP because i have walid WP until april 2016. Anyway i tried understand whats going on with my application
thanks

this is means 1st or 2nd aor doesn't matter, as long as you meet the eligibility of the program you apply under.

The cic website or state that there is a second aor that they will send us..people just interpreting their statement with wrong basis. hope this all will settle.

there is no second aor, different with the first one. before we get invited they already process our application, base on my gcms notes. so technically your passed even if your not submitted yet., but you need to prove it every single details in your application, to be successful in your PR application, (eg medical, pcc etc)

Thanks for confirming. Unless the statement read differently in the recently received AOR then it is not the mythical AOR "letter" people have been drooling about... False alarm!! harmless though...
