It's extremely unlikely that a study permit will be issued for pre-school. The earliest you might be able to start your child would be junior kindergarten.

Note that the study permit will not allow you to accompany your child to Canada. The study permit will not allow you to live or work here. You will have to find a guardian who will take care of your child while your child is attending school in Canada.

To be approved for the study permit, you will have to demonstrate that you have enough funds. Expect school tuition to be around $14K each year. You will have to show additional funds to cover living expenses (food, housing).

Sure - you can apply for a study permit for your 10 year old child. You will first need to find a school willing to accept your child as an International Student. You will also need to be able to demonstrate that you have the funds to cover your child's tuition and living expenses. Expect tuition for a public school to be around $14K per year - private school will be more. You should be able to show an additional $10K to cover living expenses.

You will also have to find a guardian in Canada who can take care of your child while they attend school here. You will not be able to come with your child to Canada to live or work here.
