Dear All,

I am currently in Canada with a work permit. Previously I did a PhD in Canada with a study permit. Now I would like to apply for permanent residence, but I have a concern:

My PhD studies were covered by a scholarship from my home country with return obligations, meaning that after 2 years of graduation I have to return to my home country, or otherwise, pay them back all the money I received. I plan to pay back the money, which can take a couple of years (all legit).

Question: Can I apply for permanent residence in Canada? or there is a requirement regarding return obligations with other countries?

I have not found information on this. Here is what I know: I was ineligible for the PhD open work permit due to return obligations, while I was eligible for a regular work permit sponsored by a Canadian employer (which I obtained).

As far as I know, you can apply for PR regardless of agreements with your home country.
