How to get Saudi PCC from Canada or India?

You can't get it from Canada or the USA (the email you get from CIC will suggest getting it from USA). They told me to call the Egyptian Embassy in Saudi, so in your case the Indian Embassy in Saudi, or see if they do it in India. I doubt it though. I had to pull strings from a local police department in Saudi to get mine.

I would imagine, I had my friend work his magic there, and my father sent it to me from there. So I'd only imagine if it's that hard to get it from inside Saudi, what a nightmare it is to get it from outside.

if you are not a citizen or current resident of Saudi Arabia, according to the US State Department, you cannot get a police clearance.

"Police clearances are unavailable for third country nationals who no longer reside in the Kingdom."

For as much importance as CIC places on police clearances, you would think the information they provide would be more comprehensive and current.

If you find it impossible to obtain the PCC, you will have to write a letter of explanation. You can cite the above information. But it will still be important to contact your consulate in the KSA - try to get their response in writing (email is good), to show evidence that you attempted to follow CIC's instructions.
