In My case I'm a CEC candidate and have kept my residence permit to be able to travel back for office work. In this case do I have to go to Saudi embassy in Ottwa for PCC?
Due to covid all flights to Saudi are suspended and they say they will not allow Iqama holders who are outside of country till vaccine is found ! What are my options? ( My re-entry visa expired early this month.) will that make me technically not a legal resident of saudi ?
I checked the Saudi Embassy website, they said since 2010 they stopped giving PCC?

I doubt you'll receive a request for a PCC. If you've already received an ITA, has it shown up on your personalised checklist?
You have to receive a request from the Canadian govt, then you bring that to the Saudi authorities, then provide the biometrics and then get a PCC.

Has IRCC giving up asking for them (KSA)? Why wouldn't he receive a request?

It's more for someone who has been living there continuously, and is still living there at the time they receive the ITA.
Also to leave Saudi as a foreigner, you need an exit visa. If you have any pending criminal cases against you, you won't receive one. If you do, it's a pretty good indicator that you have a clean record at the date you were issued the exit visa and subsequently left the country.

KSA only issues PCC to current residents
I recently went through the process and it is pretty easy
1- Get the letter of endorsement from your embassy/consulate
2- have this letter attested by MOFA Saudi Arabia.
3- Visit the criminal record police station to request for PCC. usually issued in two days

Thanks @ShaJab, the problem is am in Canada now and Can't go to Saudi Arabia since they have restrcited incoming travel only to Saudi Citizens.
