Saskatchewan Sponsership Procedure????

I heard from someone that, a person who is living minimum for 1 year in Saskatchewan, can sponser to anybody (like friends, non relatives) on his sponsership is this true???

Yes one can sponsor his relatives which include first and then second cousins
