"The Government of Canada wishes Santa the very best in his Christmas Eve duties and wants to let him know that, as a Canadian citizen, he has the automatic right to re-enter Canada once his trip around the world is complete," Kenney said in an official statement.[45]

No, their jobs needs to be advertised in order to get them LMO's and work permits and as they probably fall under unskilled factory workers, they would have a problem gaining the right to apply for PR. However, if they end up marrying Canadians, they could be sponsored under family class

LOL I can see it now. A whole new thread about how the 'elves' were introduced to Canada via MOC's and have since left their spouses' to further sponsor their 'true' loves from back up North
