I was just granted a convention refugee status after my hearing.
I want to apply for travel document but i am confused
1- are they only processing urgent applications?
2- they are asking for a copy of a valid passport i had but my passport is still seized by immigration plus it would be expired by this time, so is there any other way around it?

3_ also a question regarding my PR application do i need to take the celpip english exam for the application?

your help is really appreciated
 
No, they are processing all applications but taking a very very long time. Even Urgent is taking a long time.
You can still apply without a passport. Just need to write the passport is expired and with IRCC and even IRCC knows your passport is seized

No you don't need any english exam to apply for PR

Do i put a copy of the expired passport with the application package or i just write in the application itself or no need to mention it at all as they know its seized as u said

Below are the responses to your questions
1. They are processing all applications but focus in more on urgent travel documents. Please send in your application.

2. You don’t need your home passport to apply for RTD. IRCC knows your passport was seized. You can however include a photocopy of it (if it is valid) in your application.

3. Convention or protected status does not need language test examination to apply for permanent residency.

yes you can attach a copy and you also have to mention expired and siezed
