We wish to remind you at this time that your Right of Permanent Residence Fee (RPRF) is outstanding. You must pay this fee before a permanent resident visa can be issued. The RPRF will be refunded if the application is refused, if you withdraw your application or if you choose not to use your visa.

Q1) Is this common to have this RPRF req before MR?
Q2) Should we wait for MR?
Q3) How long it will take for Passport Req?

Yep, there is no certain order in which CIC asks for stuff. Pay the RPRF and await your medicals.
 
This is in fact an opportunity to do Upfront Medicals also, then you'll be done with everything.
It should be fairly quick once you have sent in your RPRF and are done with your medical.
 
I am an applicant for CEC class and I stay in Canada but my spouse is in India. How can we both do our upfront medicals as I have a UCI number and AOR letter too with only my name on it.
Can my spouse use the same number and get his medicals done? Kindly reply.. :)
They requested me too rprf fee and paid still waiting on MR.
 
They must have sent to you MR as well.. Don;t do upfront medical now.. you are so close.. it is better to wait..
Check your SPAM folder etc.. if you hired lawyer ask them to check again on ur MR request
