I just recieved 2 emails from CIC, one stating that "I have met the requirements as a sponsor", and one following that said,
"Dear Sir/Madam,
This refers to the Application to Sponsor a Member of the Family Class or a Member of the Spouse or
Common-Law Partner in Canada Class submitted to this office.
A refund in the amount of $295 has been initiated. If you paid by credit card, it will be credited back to
your credit card account. Otherwise, a cheque will be mailed to you at the address indicated above in
approximately six weeks to eight weeks.
"

I'm a bit confused... Why am I getting refunded 295? Did I over pay? Or was I rejected? (because in total for the Application/Permanent Resident fees I paid 1590+255)

I appreciate any help :), also should I call the cic people to double check with them? Or would they not be of any help :( ?

Sounds like an over-pay. $490 is the amount (now) for RPRF. PR is $475 + $75 (sponsor).

$255 is the OWP you ordered (my guess) which is $100 + the OWP Holder Fee ($155).

Wouldn't the refund for over-pay be more then? :O (i'm not complaining as long as I'm not rejected haha) It did scare me though... Also they said it would be refunded back onto my mastercard, which I don't have anymore. (I have changed cards since then) Would I have to let them know that? Or will they just send me a cheque? (sorry for asking so much) Thanks for the help!

You'd need to check your GCMS Notes (get the Sponsorship application notes) to see what the Fee's and Payments were. I am assuming they are correct. Yes contact them and let them know the card is different and ask for a cheque.

it looks like you overpaid. the total amount owed for 1 sponsor and 1 applicant (including RPRF) = $1040. If you paid $1590 +$255 for the OWP, then you overpaid by $295 for the entire application. 1590 (total paid for PR app) - 1040 (total owed for PR app inlcuding RPRF) = $550 - $255 (OWP) = $295 (overpay)

yes, send a case specific enquiry about the credit card no longer being valid.

sorry to bother you again but where can I find the GCMS notes? Would it be on the site where I check CIC application status?

For the credit card part, you can let them know that you changed it, but out of experience, since I worked for a credit card dept before, I think that there is a great chance they will tell you to contact MasterCard and MasterCard will be the one giving you a cheque.
