What is the process to pay Right of Permanent Residence Fee from India, Can I used my internet banking. Currently I am India and want to pay upfront, I want to use TD Bank account.

1. Follow the instructions here: http://www.canadainternational.gc.ca/india-inde/visas/fees-frais.aspx?lang=eng Only Bank Drafts/Certified Checks are accepted by ND.

I submit my application in Canada ( Sydney and now it move to Ottawa) and my current mailing address is in Montreal (Representative). Last Dec i move to India,

in the case can I pay online..

Since you applied in Canada, you could pay online using the site:
https://eservices.cic.gc.ca/epay/welcome.do?lang=en

A credit card is required, but go through the cycle to see if online Canadian banking would also be accepted. Give it a try and see.
