Just wondering, from which month the quota of any year starts?
Is it the calendar month (Jan) or is it the fiscal year (Oct)?

There are many different views but I believe it starts from Jan to Dec. If you see the old reports they summarised things from Jan to Dec, also the increased number of ITA's (more than 3,000) were issued from Jan onwards. However I don't know the actual month they refresh quotas.
