From another Immigration site. Chances of a successful appeal are less than 10%.

From January 2017
The latest data reveals the extent of residency noncompliance among immigrants attempting to re-enter Canada, particularly in cases where they have spent long periods outside the country. The figures do not include immigrants who had their permanent resident status revoked due to criminality or misrepresentation, or those who were refused travel documents to travel to Canada, or those who applied to renounce their status voluntarily

By the numbers
1,423: Average number of permanent residents per year (from 2010 to 2014) who were stopped at the border for failing the requirement.
605: Number of removal orders issued for residency non-compliance in 2008.
1,413: Number of removal orders issued for residency non-compliance in 2014.
3,575: Removal orders issued for residency non-compliance at Pierre Elliot Trudeau airport in Montreal between 2008 and 2014.
972: Removal orders issued for residency non-compliance at Vancouver international airport between 2008 and 2014.
439: Removal orders issued for residency non-compliance at Pearson airport in Toronto between 2008 and 2014.
17%: Rate of success among individuals who applied to restore their permanent resident status in 2008.
7.7%: Rate of success among individuals who applied to restore their permanent resident status in 2014.

With no real H&C reasons, then I would say a very high probability to be reported if CBSA is doing their job properly.
Is there a special problem in my case other than similar cases that have expired PR card and RO not met and are attempting to cross the border?

Thanks for the great information Buletruck. I was asking about the chance of crossing the border without getting reported. Do most cases cross the border without getting reported? As I have read previously, Rainbow bridge has the greatest chance of crossing without getting reported. Is that true? Another question please. 439 in Pearson airport is per year or during the period from 2008 to 2014? Is 439 a large number compared to those who have succeeded?

For your own case, you may be fine since you actually have a valid H&C reason.

It's the rest of your family that will have issues, possibly including you if you're together as a group.

Forget the airport, as you wouldn't even get there in the first place without first getting a PR TD approved. You can't board an airplane to Canada with just an expired PR card.

And for border crossing, chances of being reported increase exponentially if your PR card is expired and you're not visa exempt. Since the only way to be allowed entry into Canada is to declare your PR status and have CBSA start verifying everything. Your family is basically in the highest possible risk factor to be reported.

This is in case we got reported isn't it? Does it truly depend on the officer at the time we cross the border, or there are factors that might make our case worse than similar cases that will lead to us being reported?

Your family has all factors against them. No valid PR card, no H&C reason, and not visa-exempt so must disclose their PR status. If CBSA is doing their job properly, they will be reported.

So you are saying that 90% will be reported?

What I mean that it is most likely. But there is still a chance not to get reported isn't it?
There's a chance they will be reported. There's a chance they won't be reported. No one here can give you the probability for either.

There is a chance they will not be reported, but I don't see why a CBSA officer would not report people so obviously in violation of the RO and with no H&C reasons. But people do get lucky sometimes.

You are all likely to be reported but you are the only one with a valid H&C reason. As others have said, you should enter on your own, not with your family.

Worry about yourself. You have a genrally valid H&C reason, enter BY YOURSELF via the land border. If you want your odds quantified, all I can say is that your chance of entering issue free is higher than your chance of getting reported.

As far as your parents are concerned, their chances are based on pure luck.

Again, don't travel with your parents. Worry about yourself, enter Canada ASAP ALONE.
