RNE for Brazil

Among the docs listed that my husband has to supply, the Country Specific forms for Brazil state that Foreigners residing in Brazil must also include a copy of their Registro nacional para estrangereiros (RNE). He has been waiting for his plastic card for 6 months already, and we still do not know when he will get it. Is the paper one with his RNE number sufficient? We are filing outland, so Sao Paulo will process his file.

Well i was going to apply inland and they said it was but now im applying from Canada.But theydid say the paper one was fine i would get it notorized too.
