Hi i am a RN from India...last year i applied for PR my documents were returned as the caps have reached (after 8 months of assessment...)
In the current immigration plan will my documents be treated as new application? anyone has got any idea?

All new applications on hold as of July 1st 2012. Means if you haven't already reapplied you have to wait a minimum of 6 months

Yes, your application will be treated as a completely new one when you apply.
