when you are granted the PR status ,say for example by the end of this sept, does that mean that you have the rights and the duties of the PR right away or does it take a while?
 
I believe right away, but does anyone have a contrary position on this?
 
As soon as you land as a PR, you have all the rights and obligations of a PR.

what if you are already in Canada?
 
You still have to land as a PR even if you are already in Canada. You may do it at the CIC office where you live or go to the border but it's still referred to as landing.
