Hello

I have applied for PR in Canada, Immigration is asking for Right to Permanent Residence. What does this means? Is this landing fees or something?

If your application for PR is processed and accepted, your Visa will request you to pay your Right to Permanent Residence fees and then issue you a COPR - Confirmation of Permanent Residence in addition to putting a one-entry visa in your passport. Without the COPR you can not enter Canada. Study the information in this link, http://www.cic.gc.ca/english/immigrate/provincial/arrival.asp
