Right or PR Fee

Just out of curiosity, how much of a delay could occur if the Right of PR fee is not paid upfront?

when would they request the fee if not paid upfront? is it on approval of eligibility to sponsor or once the PR for the principal applicant is approved?

There's always going to be a delay for anything they need to request from you. It's not much of one though. I think you can upload the receipt using MyCIC which could help since it's "realtime".

They requested the fee from us right after the file transfer to the visa office when they started processing my husband's application.

I don't believe too much.
We had the request about 2 and a bit months after the started processing our application (post sponsorship approval). Our BG check went into progress maybe a couple/few weeks after that.
