I believe if we apply for PR within Canada and if it is refused, there is no right of appeal.
My question is, If application is refused within canada, could it be submitted from outside of canada again? or you can never sponsor the person again once it is refused inside canada? please advise
 
depends on why it was refused, if on bases of criminality u will need to wait for the rehabilitation period (up to 5 years) and then apply.
but if its refused for reasons other than criminality u can re-apply right away from outside canada.

and yes u cant appeal if u had an inland application.
 
I agree with boujasim and will add that if you are refused for reasons other than criminality, you will still have to address the reasons for the original refusal and satisfy the officer that these reasons no longer exist. If you don't you will be refused again.

You should also know that applying outland tends to be faster than applying inland. Good luck.
