Hi,

I have a question about a study permit. I would really appreciate if you could help me with it. Here is a description of my situation.

I started my PhD in Canada in 2014. In December 2015, I had to leave the program because of personal reasons. Because I also had a work permit, I was able to stay in Canada and work for some time. Now I want to get reactivated as a student again. I am currently inquiring my university about the possibility to start in this winter semester.

As far as I know, my old study permit which I got in 2014 is no longer valid because I was absent from my studies for 1 year. I also know that if I apply for my new study permit now, it will take around 5 weeks to get it. Can I attend lectures while I am waiting for my new study permit?
Also, is there a chance of getting refusal from CIC for the study permit in my particular case?

I assume the work permit you had was in no way related to your study permit - but was a work permit you obtained separately?

You cannot begin school or attend lectures until you have a valid study permit.

Study permits become invalid once you drop out of school for more than 90 days. So yes, your old study permit is definitely no longer valid and you need a new one.
