Returning Applicant: Refused 3 times

Hi,

I have a cousin back in the Philippines whom I plan of getting as a caregiver of my daughter. She is a Registered Nurse there. She already applied caregiver to diff employer 6 years ago. Applied for student visa 2 years later then applied as tourist 2 years later again.

Does anyone here has an idea if it's still possible for her to apply as caregiver inspite of having been refused 3 times. Thank you for your response!

Before you worry about that, you'll need to worry if she meets the requirements to apply under the current programs, which have been revamped due to abuses to the system:

Why was she refused as a caregiver in the past? CIC tends to be reluctant to give caregiver visas to relatives due to abuse although she has nothing to lose. You need to have a back-up plan for your childcare.
