Hello all

I applied for CEC first time on 2nd October 2014. By mid November, they sent me my file back as my lawyer made a bank receipt instead of a money order. As well he made a mistake by giving me a class A NOC which means I need minimum 7 in CELPIP and I already did my CELPIP and I got high marks except 5 for reading.
So I prepared a new package with a money order and a correct NOC. I applied again on 27th November 2014.
The question is: when I got my file back I found check marks on my main application. Does that mean I am already into the system by now and they got my info? Or the first submitting is not considered?

My NOC is 2281

If your application was submitted 27 November 2014, then unfortunately you should expect to receive it back from the CIC. The 8,000 CEC application cap was reached in October. All applications received after 20 October 2014 are expected to be rejected and sent back to applicants.

Unfortunately your lawyer messed up and I would advise that you start doing your own research into the new Express Entry system. Others can confirm, but it is almost certain that you will need to make a new application via that system.

Check marks on your original application are simply marks made by the Visa Officer as they checked your application to make sure it was completed correctly (like marking an exam paper). I had the same marks on my original application which was returned due to a missing form.

You don't, not without the LMIA. Possibly you could look into your PNP program...

No, your brother cannot help you. But just because you don't get the 600 points doesn't mean that EE is out of the question. Of course you should submit your EE profile.
 
You don't 'need' 600+ points to qualify for Express Entry. The CIC indicated that there will effectively be two levels to Express Entry, one aimed at people with LMIA's and another without. In my opinion, the CIC is trying to get through a number of applications with the LMIA before moving onto lower scored applications.

If your work permit is valid for at least a few months, you could ask your work to apply for a PR application supporting LMIA. They are technically free and will give your the Express Entry points, but it will need give you a new work permit (e.g. it's a particular type of LMIA purely to support a PR application).

hours I called CIC centre today. I gave my UCI number and the guy informed me that my file was sent back two days ago. So I created a profile for EE under CEC.
