My appl. was returned today for not being accompanied by fees. I was shocked , as I am sure I triple checked
I included everything in the packet when I sent it on sept 1st.

Hi, Can anybody guess what could have happened? I am so sure I sent them the receipt. And now , 3 months later they send me back the packet, saying no fees, they also did not send me back the checklist, because I had checked the receipt box .

Sad; 3 months lost for no fault of mine.

do you have a copy of that receipt? maybe include that and send it again to them with a cover letter explaining what happened
 
Yes, I have it and I will send it when I resubmit my application.

But I am so perplexed, what could have happened,
how could they lose the receipt and the checklist?

And they mentioned in the letter to include a checklist with the new submission.
anything can happen at IRCC, thats how i calm myself haha

Yup. Like any other organization, sometimes there are mistakes. When i was sponsoring my wife to Canada, they misplaced one of her (original) documents and sent an e-mail that we forgot to send it. As we were working on obtaining another original copy of the document, we got an e-mail that they found it (whew).

Stuff happens.
 
This makes me really nervous now. This tells me that this could happen to anyone. Would like to keep myself updated of your situation and I sincerely hope things turn out OK.
You should call and talk to the CIC agent, explaining everything you've told us here. They might be able to do something maybe.
I found the agents friendly and helpful so far every time I called them for a little confusions I had.
This is really frustrating, knowing that such a thing like this actually can happen with the government organization. Gosh.
