Return to Canada with newborn baby

My wife and I entered Canada for the first time on July 19, 2013 to obtain PR card and left Canada on Aug 17, 2013
Our daughter was born on may 3, 2014 and now we want to return to Canada ( from Iran) together.Should I first apply for TRV or TRP for my daughter and is the context of the requisition important?

Yes - you should start by applying for a TRV and hope it is approved. If not, try for a TRP.

Since you are PRs, one of you must be in Canada in order to sponsor your baby for PR.
