restoration status in progress, how or when should i apply for my PGWP?

So currently im studying aviation, due to the school delaying giving me an extension letter i had to restore my status instead, now my status is "under review" im done with the required commercial studies to get my PGWP, so can i just apply for my PGWP right now and wait for my study permit? or am I supposed to wait for my student status? My status expired 3/31 would appreciate some help here on this matter, thank you.

You can apply for PGWP if you have program completion letter. Not sure what school had to do with giving you extension letter.

You would have stopped working 3/31 and cannot work until PGWP is approved.
