No, not if they don't get caught red-handed. However, if somebody is counting on being able to enter Canada with a still valid PR card even when they don't meet the RO and then staying two years to renew, they risk getting caught on entry and again if they try to sponsor a family member. If they don't get caught on entry and don't try to sponsor anyone during the 2 years, it's unlikely that they will get caught and once they have stayed their 2 years, their PR status is in good standing again and they can not get caught any more for the past.
However, it is not wise to count on being able to return and get the PR status back in good standing by staying two years because nobody knows when or if CIC will close that loophole. It is best to make sure you meet the RO at all times.
