Can you give some one an invitation letter for a visa when you have an expired PR card or you dont meet the residency obligation? Any thots?
 
Unless you've already officially had your PR status removed, you would have to relinquish your PR status in order to be eligible for a TRV. If you know you have not complied with the RO, that is one option.

Yes you can, but if visa officer make a call at your Canada address which you mention in your invitation letter then the person who applied for TRV will be in jeopardy.

The Canadian address of the host is still valid. Host still lives in Canada. The issue is that the PR card of the host is expired and does not meet residency obligation (yet).

In this case what document should accompany invitation letter? Photocopy of expired PR card? Photocopy of record of landing (since PR card is expired)? Can the visa applicant (person visiting the host) be refused based on this? Can this make the consular officer issue a residency questionairre to host?
